Use an ATR Certificate

The ATR.1 Certificate is a customs document used exclusively for trade between the EU and Turkey. It certifies that the goods being shipped were either:

• Produced in the EU or Turkey, or

• Legally imported and released for free circulation within these territories

This certificate allows qualifying goods to benefit from reduced or zero customs duties under the EU–Turkey Customs Union agreement.

Key points

• The ATR.1 does not prove origin — it only shows the goods are in “free circulation.”

• It applies only to industrial goods and certain processed agricultural products

• The certificate must accompany the shipment at export
